The following is the Medan/Langkat Taskforce Meeting report.

Task Force Meeting
Subject : Disaster in Sumatera & NAD ( Aceh )
Project : Health & Education & Water Rehabilitation Reconstruction Program in NAD (Aceh).
Long Term : Schools, Health, Trauma Center.
Date : January 3rd, 2005
Place :

Executive Suite, Tiara Hotel International, Medan, North Sumatera.

Attendance :

DG Ritje, PDG Osman, AG Mahyuzar, Emmy, Mahala, Bibie, Effendi, Swellen, Ibrahim, Tandeanus, Nasrizal, Erick Brand, Sunardi.


DG Ritje Rihatinah's Briefing:
1.

Quickly form a Aceh Task Force Committee under the coordination of AG Mahyuzar and the appointed committee members must be made made known to the District by tomorrow at the latest.

2.

For the Task Force committee formed, the chairman must ensure that clear job description must be given to the members for their individual duties and responsibilities.

3.

All donated funds must be channeled to the 'District Account' With the following details:
Flow of money from donors -à Channeled to District Account -à District Account then transfer funds needed upon request/approval process to the Disaster Relief Account in Bank Mandiri.
That will also mean that any funds paid into the Bank Mestika account in Medan must be quickly transfered to the District Disaster Relief Account.

4.

Detailed and clear reports must be made to the District. All activities
should be posted on the district mailing list in the form of daily report.

5.

Disaster Relief Committee will only receive and handle goods and materials donated. The good and materials must be speedily distributed to the various Posko based on their requirement/need analysis and sent immediately to the "Disaster Area".

6.

PDG Osman Aman will take action as the Disaster Relief Counselor.

7.

Rtn Kusmanto will take action as the District Disaster Relief Committee Chairman.

8.

Medan will continue to be the district front line in handling the District Tsunami Taskforce.

9.

All goods and materials sent must be reported to AG Mahyuzar.
with the following Procedure:
Send Goods/Materials -à Logistic -à AG Mahyuzar -à Copy report to DG.
Sending of medical goods,docters, and medicine for Relief must be continued to meet the needs and consition of the Disaster areas. Form an alliance and cooperation with the Universitas Sumatera Utara (North Sumatra University) under Prof. Dr. Bahri Anwar Djohan, SpJP(K) to work together to distribute aid to the victims.
Clothing, blankets and other materials from Australia, Macau, Malaysia and others that will arrive on about 9 Jan'05 have been arranged to transported by PT. Samudra Indonesia -à coordination with their Banda Aceh channel.

10. DG Hope that AG Mahyuzar can leave his handphone on active 24 hours a day.
11.

Rotarians responsible for the daily activity reports are:
Rtn Emmy Saswita , Rtn Effendi Syafi'i.

Volunteers will under the care of : Rtn Effendi Syafi'i.

13.

To quickly check if the Water Purifying System using the solar energy that was proposed by the Holland district can be brought in as soon as possible (Holland to pay 2/3 and D3400 to pay 1/3 of the maintenance and installation cost) to Aceh.

PDG Osman Bin Aman's Briefing

1.

Rotary D 3400 will apply for the 3-H Grant from Rotary International and also solicit funds from Malaysia, Australia, Singapore, Inggris etc.

2.

The 3-H Grant will be used for: Short Term & Long Term Planning, as follows:
-a. Planning Grant: USD$ 20.000,00 (twenty thousands USD$)
-b. Three H Grant: USD$ 300.000,00 (three hundreds thousands USD$)

The Planning Grant will be used for Rotarian Experts in the area of Rehabilitation and Reconstruction / Rotarian with professional expertise to conduct surveys, assessment and analysis of the affect disaster sites and to prepare the planning task force and the rehabilitation and reconstruction plans of the affected areas that Rotary D3400 and Rotary International will undertake.
DG Ritje will lobby for the involvement of these Rotarian Experts. Estimated number of the team of experts are around 15-20 people.

Three H Grant will be applied while the planning work is done. Three H Grant can be raised to USD$ 600.000,00 (soliciting additional funding of USD$ 300.000,00). We are looking at cooperating with AUS AID, World Bank dan Unicef for sourcing of this additional funds.

Meeting is adjourned. A separate meeting will be held tonight at Restaurant Ria at 20.00 wib to form the Committee.
